Expands voting rights for military and overseas voters ("covered voters") to include all federal, statewide, state legislative, and statewide ballot initiative elections, even if the voter is not registered in Missouri

Replaces the outdated term "persons in federal service" with "covered voter" and updates definitions to include uniformed services members, their spouses and dependents, and overseas voters

Defines "uniformed services" to include active and reserve military branches, Merchant Marine, commissioned corps of Public Health Service, NOAA, and Missouri National Guard

Exempts covered voters from the notarization requirement for absentee ballot affidavits

Prohibits election authorities from rejecting otherwise valid absentee ballots from covered voters solely based on envelope type restrictions
