Creates the Missouri Dairy Scholars Program offering up to 80 scholarships of $5,000 each annually for agriculture students at Missouri colleges who commit to working in Missouri's agriculture industry for two years per scholarship year received

Scholarship recipients must maintain a 2.5 GPA, work on a dairy farm or complete a dairy-related internship for at least three months each year, and graduate from a Missouri high school

Requires the University of Missouri's commercial agriculture program to conduct annual dairy industry studies and develop plans to grow Missouri's dairy and dairy processing industries, with results reported by January 1 each year
