State licensure for physicians, chiropractors, optometrists, and dentists must be granted based solely on demonstrated skill and academic competence

Licensure cannot be conditioned on participation in any public or private health insurance plan, public health care system, public service initiative, or emergency room coverage

Licensure for physicians and optometrists cannot be tied to compliance with "meaningful use" of electronic health records requirements under CFR Part 170

Licensure for each profession must be conducted exclusively under their respective existing statutory chapters (334, 331, 336, and 332)
