Repeals outdated provisions from 1996 requiring the commissioner of administration to report on cost-effectiveness of insuring against certain state legal expense fund liabilities

Requires the commissioner of administration, after consulting with the state courts administrator, to procure a blanket bond or crime insurance policy to protect against losses from acts or omissions of state-compensated judiciary personnel

Authorizes the commissioner to require bonds from any state officer, employee, or agent with responsibility for or access to state money or property, with bond amounts set by the commissioner

Permits the commissioner to procure blanket bonds or crime insurance policies in lieu of individual bonds for state officers and employees, or to elect self-assumption of risk

All costs for blanket bonds, crime insurance policies, or self-assumption programs shall be paid from the state legal expense fund
