Amends Section 442.571, RSMo to modify the review process for agricultural land sales to foreign entities in Missouri

Department of Agriculture review is now required only when the purchaser does not provide a completed IRS Form W-9, rather than requiring approval for all sales and transfers

Maintains the existing 1% cap on total aggregate foreign ownership of agricultural land in Missouri

Security interests in agricultural land cannot be divested or invalidated by violations of foreign ownership restrictions

Includes an emergency clause for immediate effect upon passage to ensure citizens can obtain timely financing for agricultural land purchases
