Requires voters to present photo identification to vote, limited to: nonexpired Missouri driver's license, nonexpired Missouri nondriver's license, unexpired U.S. or Missouri government-issued photo ID, or military/veteran ID from the National Guard, U.S. Armed Forces, or VA

Voters unable to obtain photo ID may cast a provisional ballot by signing an affidavit if they have a physical/mental disability, cannot afford required documents like birth certificates, hold sincere religious beliefs against photo ID, or were born on or before January 1, 1950

State must provide free photo ID and Missouri birth certificates to voters who need them for voting purposes; if no state funds are appropriated for implementation costs, election authorities cannot enforce the photo ID requirements

Voters who cast provisional ballots due to lack of photo ID have three days after the election to return to the election authority with proper identification to have their ballot counted

Effective date is contingent on Missouri voters approving a constitutional amendment authorizing photo identification requirements for elections
