Department of Elementary and Secondary Education must develop a grant program to extend instructional time in underperforming school districts to improve academic achievement, including early childhood education

Grant amounts are proportional to how much additional instruction time exceeds minimum required attendance hours and the average daily attendance rate of affected students

Unaccredited and provisionally accredited districts receive priority for grant awards

Creates the "Extended Instructional Time Fund" in the state treasury to fund the program, which may receive appropriations from the general assembly plus gifts, contributions, grants, or bequests from federal, state, private, or other sources

Fund moneys do not revert to general revenue at the end of the biennium and any interest earned on investments is credited back to the fund
