Expands authority for fingerprint-based criminal background checks from municipalities and counties to include all political subdivisions, allowing them to require fingerprinting of job applicants and licensees in specified occupations

Permits political subdivisions to establish fingerprinting requirements through policy, rule, or regulation, in addition to the existing ordinance option for municipalities and counties

Requires fingerprints to be submitted to the Missouri State Highway Patrol central repository for state criminal record searches, with submission to the FBI for federal criminal history checks if necessary

Makes criminal record check information confidential, with unauthorized disclosure constituting a class A misdemeanor

Adds political subdivisions and state schools of higher education to the list of entities authorized to screen applicants for employment, assignment, contracting, or appointment to government positions
