Repeals existing Missouri photo ID requirements for voting that mandated specific forms of unexpired government-issued photo identification (Missouri driver's license, nondriver's license, or U.S./Missouri-issued documents with photo)

Expands acceptable voter identification to include: Missouri state/local government ID, U.S. government ID, Missouri higher education institution ID, out-of-state driver's licenses, and other identification approved by the Secretary of State

Allows voters without ID to be verified through personal knowledge of two supervising election judges (one from each major political party) who sign an affidavit attesting to the voter's identity

Removes provisions for provisional ballots based on disability, religious belief, or age (born before January 1, 1941), as well as requirements for free nondriver's license photo IDs and mobile processing units for elderly/disabled voters

Eliminates the annual reporting requirement for the Department of Revenue to document the number of free voter photo IDs issued
