All firearm sales and transfers in Missouri must be processed through a licensed firearms dealer who conducts a background check under 18 U.S.C. Section 922(t) and creates a record of each transaction

Private sellers must deliver firearms to a licensed dealer, who retains possession until completing the background check and verifying compliance with federal, state, and local laws including waiting periods

Exemptions include law enforcement officers, military personnel, gunsmiths performing repairs, temporary loans at licensed target ranges, supervised hunting/sporting use, inheritance (within 60 days), and family members (up to 14 consecutive days)

Violations constitute a misdemeanor punishable by up to $1,000 fine and/or 6 months imprisonment per day of violation

Dealer violations must be reported by law enforcement to the attorney general, who forwards them to the Bureau of Alcohol, Tobacco, Firearms and Explosives
