Creates a 15-member "Equal Pay Commission" to be appointed by the Director of the Department of Labor and Industrial Relations by January 1, 2016

Commission membership includes 2 business representatives, 2 labor organization representatives, 2 pay equity advocacy representatives, 3 academic/research experts, the attorney general, the labor director, 2 senators, and 2 house members

Commission must study wage disparities between men and women and between minorities and nonminorities in both public and private sectors, including causes such as occupational segregation and lower wages in female/minority-dominated occupations

Study must examine economic consequences of pay disparities on families and recommend actions including proposed legislation to eliminate and prevent wage gaps

Final report with findings and recommendations due within 12 months of member appointments to the labor director, legislative leaders, and governor
