Defines "emergency worker" as a registered Missouri voter responding to an emergency declared by Missouri, another state, or the federal government

Allows emergency workers to request, receive, and return absentee ballots via mail, facsimile transmission, or electronic transmission during a declared state of emergency

Extends the absentee ballot request deadline for emergency workers to 5:00 p.m. on the Monday immediately prior to the election if the emergency is declared after the normal deadline

Requires emergency worker absentee ballots to be received by the time polls close on election day to be counted

Includes an emergency clause making the act effective immediately upon passage rather than waiting until August 28, 2015
