Allows military personnel, covered voters, and overseas employees who are discharged, return from deployment, or separate from employment abroad after the standard registration deadline to register in person until 5:00 p.m. on the Friday before the election

Requires late registrants to produce documentation proving they qualify for the extended deadline

Extends the deadline for military-overseas ballot applications from the Wednesday before the election to the Friday before the election (5:00 p.m.)

Adds "persons in federal service" and "covered voters" to the list of exceptions to Missouri's standard voter registration deadline of the fourth Wednesday prior to an election
