Adds certified participation in Missouri's Address Confidentiality Program (sections 589.660-589.681) as a qualifying reason to vote absentee ballot due to safety concerns

Permits program participants to use their confidentiality program identification number instead of their name, registered address, and mailing address on absentee ballot applications and envelope statements

Amends three sections of Missouri election law (115.277, 115.279, 115.283) to accommodate the new absentee voting category

Includes an emergency clause making the act effective July 1, 2015, or upon passage, to protect victims of domestic violence, rape, sexual assault, or stalking before the standard August 28, 2015 effective date
