Adds six new sections (21.1000-21.1010) to Missouri law governing the state's participation in any future Article V constitutional convention for proposing amendments to the U.S. Constitution

Delegates and alternates selected by majority vote of a joint session of the General Assembly, with a default committee size of five delegates who must be Missouri residents and meet qualifications for state legislative office (U.S. Congress members ineligible)

Delegates may be recalled and removed at any time by majority vote of a joint session, or suspended by a joint legislative committee when the legislature is not in session

General Assembly must provide instructions via concurrent resolution on the scope of matters delegates may consider and vote on, including rules of procedure and proposed amendments

Delegates must take an oath to stay within their authorized scope; violating the oath constitutes perjury and results in permanent disqualification from holding any office of trust or profit, and Missouri's convention application becomes void if a majority of its delegates vote outside their authorized scope
