Removes the July 1, 2016 sunset date from provisions allowing counties to decrease their annual budgets when experiencing revenue shortfalls

Counties may decrease budgets up to twice per fiscal year when experiencing a verifiable decline in funds of 2% or more that could not be anticipated when the budget was adopted

Budget reductions affecting independently elected officeholders require negotiations with all affected officeholders and cannot unduly impact any single officeholder

Requires 30-day public notice with a published summary of proposed reductions and explanation of the shortfall before budget decreases take effect

County commissioners retain authority to reduce budgets of departments under their direct supervision at any time without these restrictions
