Requires the State Board of Mediation to conduct elections every two years to certify or recertify exclusive bargaining representatives for public employee collective bargaining units

Mandates decertification of the current bargaining representative if no representative receives at least 51% of votes in favor at the expiration of a collective bargaining agreement

Imposes a 12-month waiting period before decertified employees can be included in a substantially similar collective bargaining unit

Removes the requirement that the State Board of Mediation use state hearing officer services in contested cases

Includes a referendum clause requiring voter approval at the August 2016 primary election before the law takes effect
