Repeals and replaces sections 163.011, 163.021, 163.031, and 165.011 of Missouri Revised Statutes relating to state aid calculations for public schools

Removes obsolete provisions from the school funding formula that applied to fiscal years 2006-07 through 2011-12, including the phased transition percentages for calculating state aid during the formula's implementation period

Eliminates outdated summer school attendance reduction penalties that applied during the 2006-07, 2007-08, and 2008-09 school years

Caps the number of "performance districts" used in funding calculations at no more than 25% of all public school districts for payments in fiscal years after 2018

Maintains existing requirements that school districts must levy minimum operating tax rates ($1.25 per $100 assessed valuation for basic aid, $2.75 for full formula funding) and spend at least 75% of state revenue on certificated compensation and tuition
