General assembly members prohibited from acting as government consultants or lobbyists, registering as lobbyists, or soliciting lobbying clients until two years after their term expires

Current legislators and candidates for the general assembly prohibited from receiving compensation as paid government consultants or from employment with any business entity engaged in lobbying or government consulting

Adds new definition of "government consultant" as any person attempting to influence official action on bills, resolutions, amendments, nominations, appointments, or other matters before the general assembly

Applies local government official lobbyist registration requirements to those influencing elected officials in jurisdictions with annual operating budgets over $10 million
