After June 30, 2017, all statewide assessment development and implementation must be conducted by a Missouri university with an education department and capacity to administer assessments for public schools

Certificated Missouri teachers may submit questions for a grade-level question database, with the Department of Elementary and Secondary Education and the implementing university reviewing submissions for appropriateness

End-of-course assessments cannot be expanded beyond the number that existed during the 2014-15 school year for district or school performance reports and accreditation purposes

Student data collected during assessments cannot exceed the amount or scope collected during the 2013-14 school year

A committee must be formed by October 1, 2016 to study competency-based instruction and promotion, with a final report and legislative recommendations due to legislative leadership by June 1, 2016
