Requires parents in metropolitan school districts or urban school districts containing most of a home rule city with more than 400,000 inhabitants located in more than one county to enroll children in school by age 5, beginning in the 2016-17 school year

Applies to enrollment in public, private, parochial, or parish schools, but exempts families intending to homeschool their children

Adds an exception to existing attendance violation provisions for children ages 5-7 enrolled in public school who are covered under the new early enrollment subsection

Maintains existing compulsory attendance requirements for children ages 7 through the district's compulsory attendance age (17 years or completion of 16 credits toward graduation)

Preserves existing home school requirements including 1,000 hours of annual instruction, with at least 600 hours in core subjects and 400 hours at the regular home school location
