Requires all Missouri higher education institutions receiving state funds to grant in-state resident status for tuition, fees, and admission to individuals who attended Missouri high school for at least two years and graduated or received equivalent diploma in the state

Eligibility requires the individual to have resided with a parent/guardian or been emancipated while attending Missouri high school, and to have entered the United States prior to the act's enactment

Non-citizens and non-permanent residents must submit an affidavit pledging to apply for permanent residency at the earliest eligible opportunity

Prohibits state-funded higher education institutions from denying admission based solely on immigration status if the student meets the section's requirements

Requires all information collected under this section during admission to remain confidential; includes emergency clause with effective date of July 1, 2015
