SNAP recipients would be prohibited from using benefits to purchase energy drinks

"Energy drink" is defined as a beverage containing at least 65 milligrams of caffeine per 8 fluid ounces that is advertised to provide metabolic stimulation or increase mental or physical energy

Coffee and substantially coffee-based beverages are explicitly excluded from the energy drink definition

State agencies must request federal authorization before implementing the restriction if such authorization is determined to be necessary, and may delay implementation until approval is granted
