Requires commission majority approval for redevelopment plans, projects, and area designations in charter counties with populations over 950,000 (St. Louis County), 300,000-450,000 (St. Charles County), and 200,000-350,000 (Jefferson County), as well as municipalities within those counties

Effective August 28, 2015, municipalities in these specified counties cannot approve TIF projects, plans, or amendments unless a majority of commission members vote in favor

Maintains existing requirement that municipalities elsewhere need a two-thirds majority vote of the governing body to override a commission recommendation opposing a redevelopment plan (effective since January 1, 2008)

Limits tax increment financing in economic development areas to infrastructure projects only, including highways, roads, bridges, sewers, water systems, sidewalks, and traffic control systems—explicitly excludes buildings
