Establishes "advance voting" allowing any registered Missouri voter to cast a ballot in person at election authority offices or by mail, beginning the third Wednesday prior to primary and general elections

Advance voting hours follow regular business hours (7:00 a.m. to 7:00 p.m.) including Saturdays until 12:00 p.m., with in-person voting available through election day

Mail-in advance ballots must be postmarked at least 4 days before the election; applications must be submitted by the fourth Tuesday prior to the election

Voters who cast an advance ballot and then vote again via provisional ballot or at the polls on election day are guilty of a class one election offense

Implementation costs for advance voting are to be paid from Missouri's general revenue, with an effective date of January 1, 2016
