Expands A+ Schools Program eligibility from students at designated A+ schools to graduates of any public or private high school in Missouri who meet program requirements

Requires students to have attended a Missouri high school for three consecutive years, graduated with at least a 2.5 GPA, completed 50 hours of unpaid tutoring/mentoring, maintained 95% attendance for grades 9-12, and demonstrated good citizenship

Scholarships cover tuition, general fees, and up to 50% of book costs at public community colleges, vocational/technical schools, state technical colleges, or qualifying two-year private vocational schools

Scholarships remain available for four years after high school graduation; students must maintain full-time enrollment, a 2.5 GPA, and good citizenship to continue receiving benefits

Removes requirements for schools to have partnership plans, designated program coordinators, and districtwide performance standards previously needed to participate in the A+ program
