Expands authority to establish county municipal courts to include first classification counties with 83,000-92,000 inhabitants that have a home rule city of 76,000-91,000 as the county seat (targeting Buchanan County)

Allows presiding judges in circuits containing a diagnostic and reception center operated by the Department of Corrections (as of January 1, 2015) and a mental health facility housing persons found not guilty by reason of mental disease or defect to appoint a circuit court marshal

Circuit court marshals must have at least 5 years of law enforcement experience, may carry a concealed firearm, serve process, and make arrests; salary capped at 90% of the highest paid sheriff in the circuit

Requires presiding judges to report municipal division names, addresses, and other information to the clerk of the supreme court by September 1, 2015, using a standardized form

Mandates notification to the supreme court clerk within 90 days when a municipality abolishes or establishes a municipal division
