School districts crossing the 350 average daily attendance threshold (either increasing above or decreasing below) will receive state aid based on the previous school year's attendance figures

Funding based on prior year attendance continues until the attendance change is maintained for two consecutive school years

Once an attendance increase or decrease is sustained for two consecutive years, state aid calculations shift to reflect the attendance levels from those two years

Adds new section 163.045 to Chapter 163, RSMo, creating an exception to the standard funding formula in section 163.031

Includes an emergency clause making the act effective immediately upon passage and approval
