Prohibits withholding dues, agency shop fees, or other fees from public employee earnings without annual written authorization from the employee

Bars public labor organizations from using member or nonmember fees for political contributions or expenditures without written consent obtained within the previous 12 months

Employees who decline to authorize political contributions cannot have their dues or fees increased as a substitute

Exempts first responders (police officers, firefighters, EMTs, paramedics, sheriffs, nurses, physicians, and other emergency medical personnel) from all provisions

Requires voter approval through referendum at the August 2016 primary election before taking effect
