Exempts produce bags and product bags (handleless bags used for food items) from the ban

Requires any carryout bags sold or distributed by retailers to be recyclable, reusable, compostable, or biodegradable, with recyclable bags displaying the chasing arrows symbol or "recyclable" label

Allows retailers to charge up to 10 cents per qualified carryout bag, with the fee waived for customers using EBT cards

Authorizes civil penalties up to $10,000 per day for violations, with penalty funds distributed to schools in the county where the violation occurred
