Establishes the "Community Relations Training Program for Peace Officers" within the Department of Public Safety, requiring all peace officer recruits and existing officers to complete training in community relations, diversity, sensitivity, and cultural competency upon hire and every three years

Creates a "Community Relations Division" composed of at least two police chiefs, two sheriffs, and one chief executive officer of a certified training academy to develop curriculum and maintain liaisons with community organizations

Requires the Community Relations Division to coordinate quarterly forums with various community groups, conduct periodic community satisfaction surveys, attend local government meetings, and respond to high-profile incidents involving law enforcement

Establishes the "Community Relations Training Fund for Peace Officers" in the state treasury to fund the program through legislative appropriations and other sources including gifts, grants, and federal funding

Includes a sunset provision under the Missouri Sunset Act, automatically terminating the program six years after the effective date unless reauthorized by the General Assembly
