Amends section 72.401, RSMo governing municipal annexation procedures in Missouri charter counties with 50 or more cities, towns, and villages

Creates new exemption from boundary commission review for annexations approved by a majority of property owners residing on the property and by ordinance of a municipality that provides both water and sanitary sewer services

Allows such annexations to proceed even within established unincorporated areas, bypassing the standard boundary commission approval process

Maintains existing exemptions for boundary adjustments approved by residential property owners and affected governing bodies, as well as voluntary annexations of contiguous municipal-owned park and recreation land
