Repeals and replaces 14 sections of Missouri law governing police retirement systems in cities not within a county (St. Louis City) and civilian retirement systems

Allows city employees who become police officers to either remain in their existing city retirement plan under section 95.540 or transfer membership and creditable service to the police retirement system, subject to section 105.691 requirements (transfers before January 1, 2016 exempt from vesting requirements)

Replaces the "medical director" model with a "medical board" (health care organization) appointed by the board of trustees to conduct disability examinations and certifications for police retirement systems

Modifies military service credit provisions to require members returning from active duty to pay member contributions to receive creditable service (calculated on base compensation during leave), with a maximum of five years of service credit; retirement boards may waive contributions for up to three years if members provide duty orders under Title 10 or Title 32 U.S.C. and discharge documentation

Allows nonspouse beneficiaries (effective January 1, 2010) to directly roll over eligible distributions to individual retirement accounts or Roth IRAs under IRC Sections 408(a), 408(b), or 408(A)(c)(3)(B)
