Expands the "Heroes Way Interchange Designation Program" to include bridges and highway segments, and removes the restriction limiting eligibility to service members killed in Afghanistan or Iraq after September 11, 2001, now covering all Armed Forces members killed in action

Designates State Highway 115 in St. Louis City as the "Theodore McNeal Highway," U.S. Highway 160 in Ozark County as the "Jerry Corp Memorial Highway," and Highway 63 in Adair County as the "Harriet Beard Highway"

Designates Business Highway 71 in Andrew County as the "Randy Bever Memorial Highway," Highway CC bridge in Ozark County as the "Irwin C. Cudworth Memorial Bridge," and Highway 10 between Carroll and Ray counties as the "Ray-Carroll County Veterans Memorial Highway"

Designates U.S. Highway 160 in Doniphan as the "Billy Yates Highway," Highway 54 in Camden County as the "Veterans Memorial Expressway," and State Highway 21 in Reynolds County as the "Donald Lee Cook Memorial Highway"

All designation costs must be paid through private donations, and signs are maintained for 20-year periods with renewal options
