Adds statutory definitions for "Computer-assisted mass appraisal (CAMA) system" and "County assessor" to existing geographic information system law

Authorizes county assessors to create and maintain CAMA systems for property assessment duties, with full control over system scope, creation, maintenance, use, and data distribution

Allows communities and county assessors to restrict access to CAMA system geographic data if the information format is conducive to business solicitations or if requests appear intended for solicitations or resale

Adds two new exemptions to Missouri's Sunshine Law (Section 610.021): records closed under the geographic records section, and records requested by non-residents or out-of-state business entities

Extends existing liability protections to county assessors, shielding them from damages arising from errors in CAMA system information or data
