MO HealthNet division must procure a contractor by January 1, 2016 to verify eligibility for Medicaid assistance using data matches against public records (name, date of birth, address, Social Security number)

The contractor makes preliminary eligibility determinations and notifies the division, which has 20 business days to accept or reject with stated reason; the division retains final authority over eligibility decisions

Long-term care facility residents whose income and resources were at or below financial eligibility standards at their last review are exempt from contractor eligibility determinations

Quarterly reports on eligibility determinations must be filed with the governor, speaker of the house, and senate president pro tempore within 30 days of each quarter's end
