Expands mandatory racial profiling training from only officers who make traffic stops to all peace officers, requiring 3 hours of training within each three-year continuing education reporting period

Training must cover prohibition against racial profiling, understanding and respect for racial and cultural differences, and effective noncombative methods for law enforcement in diverse environments

Creates new annual cultural competency assessment module established by the POST commission that all Missouri peace officers must complete with a passing score

Officers who fail the cultural competency assessment must attend POST-approved cultural diversity training and be retested until they achieve a passing score

Amends Section 590.050, RSMo and creates new Section 590.052
