Final report with recommendations and legislative remedies due to the governor, legislative leaders, and chief justice by January 1, 2018, after which the task force expires

Imposes a moratorium on executions from August 28, 2015 to January 1, 2018, though capital case proceedings and postconviction motions may continue during this period
