Prohibits withholding union dues, agency shop fees, or other fees from public employee earnings without annual written authorization from the employee

Bars public labor organizations from using member or nonmember fees for political contributions or expenditures without written authorization obtained within the previous 12 months

Prevents unions from increasing dues or fees for employees who decline to authorize political contributions

Prohibits making authorization (or refusal to authorize) a condition of employment or continued employment, and bars waiver of these requirements

Exempts first responders (police officers, firefighters, sheriffs, EMTs, paramedics, registered nurses, physicians, and emergency medical personnel) from all provisions of the bill
