Mandates that districts with low-performing schools submit comprehensive school improvement plans by August 15th, with funds withheld under section 163.031 for non-compliance

Prohibits the State Board from classifying a district as unaccredited unless at least 55% of its school buildings have already been classified as unaccredited

Requires low-performing districts to enter performance contracts with the State Board committing to interventions; districts meeting contract goals cannot be downgraded below provisionally accredited status

Allows students in unaccredited schools to transfer to accredited schools within their district, or to accredited districts in the same or adjoining county if no in-district option exists, with sending districts paying tuition based on per-pupil costs
