State employees shall receive an annual salary increase equal to the increased cost of health insurance premiums from the previous calendar year, beginning July 1, 2016

Juvenile court personnel are included in the definition of state employee, regardless of whether their compensation is paid by the state, judicial circuits, counties, or a combination
