Department of Social Services required to implement random drug testing for SNAP recipients age 18 and older, subject to federal approval, with full discretion over testing frequency and number of recipients tested

Recipients testing positive for marijuana, narcotics, controlled substances, or prescription drug abuse must participate in drug treatment; failure to participate results in loss of SNAP benefits

Refusing or failing to submit to drug testing results in denial of new applications or termination of current benefits

Annual evaluation report due to the governor and legislative leaders by February 1, 2016, detailing number tested, test results, treatment referrals, program costs, and benefits denied for non-compliance

Department of Social Services must promulgate rules to implement the program in compliance with Chapter 536 administrative procedures
