Motorcycle and motortricycle operators and passengers must wear protective headgear meeting director-established standards while the vehicle is in motion on Missouri highways

Law enforcement officers are prohibited from stopping, inspecting, or detaining any person solely to enforce the helmet requirement

Failure to wear protective headgear is an infraction with a maximum fine of $25 and no court costs; no points assessed on driving record

First offense for operating without a valid license or motorcycle endorsement carries a fine up to $300; second offense punishable by up to one year in county jail and/or $1,000 fine; third or subsequent offense is a class D felony

Repeals two conflicting versions of section 302.020 from previous legislative sessions and consolidates into one new section
