Prohibits any law or rule from compelling persons, employers, or health care providers to participate in any health care system, and protects direct payment for lawful health care services without penalties

Bars Missouri public officials, employees, and agencies from implementing or operating a health insurance exchange under the federal Patient Protection and Affordable Care Act

Requires the Director of Insurance to immediately suspend the license of any health insurance issuer that accepts remuneration resulting in penalties against Missouri employers or residents under the ACA

Declares Missouri's public policy that every person is free to choose or decline any mode of securing health care services without penalty, citing Ninth and Tenth Amendment reserved powers

Mandates the Attorney General to seek injunctive relief to preserve rights under the act and to defend the state against laws or regulations violating these health care freedom provisions
