Repeals section 181.130 and consolidates Missouri's state publications distribution laws from three sections into two sections (181.100 and 181.110)

Eliminates the "participating libraries" program, which previously designated local libraries to house and distribute print copies of state publications to the public

Shifts state publications access to electronic-only distribution through a secure electronic repository maintained by the state library and accessible via public electronic networks

Removes requirements for the state library to publish regular lists of agency publications, organize materials for participating libraries, and provide training for library staff on state publications

Retains requirements for agencies to provide free paper copies of reports to the state library, legislative library (2 copies), chief clerk of the house, secretary of the senate, supreme court library, and governor
