Organizations that perform or assist with abortions (except to save the mother's life), or that encourage/counsel women to have abortions, must submit annual accountings of all federal Title X family planning funds received

Required accounting details include: each grant received, purpose and services provided, exact amounts received and disbursed, recipients and purposes of each disbursement, and patient identification using unique numbers (no names or Social Security numbers)

Accountings must be filed with the Missouri Department of Health and Senior Services, which will provide forms, promulgate enforcement regulations, and retain records for seven years

Any taxpayer in the county where the organization is located may petition the court for an injunction to compel compliance, with potential award of attorney fees and court costs

"Encourage or counsel" includes providing abortion transportation, obtaining signed consent forms, negotiating fee reductions, and scheduling or arranging abortions
