Allows nonspouse beneficiaries to directly roll over eligible distributions to individual retirement accounts (IRAs), individual retirement annuities, or Roth IRAs, effective for distributions made on or after January 1, 2010

Adds charter school representation to public school retirement system boards of trustees, requiring one trustee position be filled by a teacher or administrator employed at a charter school, beginning with the 2016 election

Reduces the number of general teacher trustees from four to three on certain school retirement boards to accommodate the new charter school trustee position

Applies to retirement systems for Kansas City police, St. Louis police, and public school employees in cities with populations over 400,000
