Expands categories of easements that can be granted on state property without General Assembly authorization to include utility services (electrical, gas, steam, water, sewer, telephone, internet), rights of access/ingress/egress, and condominium common elements where the state is a unit owner

Removes municipal corporations and quasi-governmental corporations from the list of entities eligible to receive easements without legislative approval

Maintains the existing exclusion requiring railroads to obtain General Assembly authorization before receiving easements on state property

Retains authority for the Governor, with Board of Public Buildings approval, to grant easements to political subdivisions, rural electric cooperatives (as defined in Chapter 394), and public utilities (as defined in Chapter 386, except railroads)

Amends Section 37.005 RSMo governing the Office of Administration's authority over state property conveyances
