Creates "Hailey's Law" (Section 210.1016) requiring integration of the Amber Alert system into the Missouri Uniform Law Enforcement System (MULES) to expedite reporting of child abductions

Requires the Amber Alert System Oversight Committee to meet at least annually to discuss potential improvements to the system

Expands eligible membership on the 10-member oversight committee to include representatives from the outdoor advertising industry, Missouri Broadcasters Association, or the public at large (limited to one member each from these categories)

Committee members serve four-year terms without compensation but receive reimbursement for actual and necessary expenses

Directs the committee to expand the Amber Alert system to cover homeland security threats, criminal acts, health emergencies, and other imminent dangers to public health and welfare
