Adopted persons age 18 or older who were born in Missouri may obtain an uncertified copy of their original, unaltered birth certificate by filing a written application with the state registrar and providing proof of identification

Descendants of a deceased adopted person or the adopted person's attorney may also obtain the original birth certificate on behalf of the adopted person

The copy issued must be printed with the statement "for genealogical purposes only - not to be used for establishing identity"

Fees and waiting periods for adopted persons must be identical to those imposed on non-adopted persons seeking their own birth certificates

The bill designates section 193.125 as the "Debbi Daniel Law" and adds section 193.128 to establish the new procedures, notwithstanding existing adoption record restrictions in section 453.121
